� •. <br /> ORONO COUNCIL P1IEETING HELD I-�AY 24, 1976 Page 4 <br /> i The Zoning Administrator related, from his meeting CONDITIONAL USE PERMIT <br /> with Hennepin County personnel, that they wouZd 3340 Shoreline Drive <br /> � not permit any egress or ingress onto County (Continued) <br /> Road #k19. After some review, however, the County <br /> representatives agreed an access road from County <br /> Road #19 to the Burger King would be acceptable <br /> if arrangements could be made with the Calvary <br /> i�Iemorial Church, whereby through purchase or <br /> easements of properties, the proposed approach <br /> S could be moved north of the power pole on the <br /> church �oylevard. P�Zro Lambin then presented a <br /> + redrawn plan that would place the entrance to the <br /> restaurant on County Road #l�, further east of <br /> a the Shell Station driveway. The plan proposed <br /> would increase the parking spaces to 67 cars. <br /> Lambin stated that the restaurant would be <br /> esthetically pleasing on four sides and that no <br /> fill would be needed for the construction. <br /> � Because the Burger ICing would have a drive-uP <br /> window, the Commission discussed the classification <br /> status of it being a drive-in or a restauranto <br /> Several members felt that any traffic problems <br /> a would be eased by a vacation of Navarre Lane <br /> that is now barr�.caded at County Road #19 to <br /> the Calvary lZemorial Church. This would permit <br /> ` church members to park at their lot to the rear <br /> of the church instead of County Road #�19 and <br /> �would relieve an immediate problem. It was <br /> suggested to Mro Lambin that he contact the <br /> � church concerning this possibility and that he <br /> come to an agreement with them to use the upper <br /> • portion of the road as access way for his <br /> • restaurant proposal. Although several <br /> Cor�unission members felt strongly that the traffic <br /> � was a detrimental factor, it was suggested to <br /> Mr. Lambin that he contact Calvary rZemorial <br /> � Church about possible vacation of Navarre Lane, <br /> prepare a landscape plan and give a square foot <br /> breakdown on the restaurants food preparation <br /> area and dining areaa The Commission then <br /> scheduled a public hearing to be held on T�1ay 3, <br /> � 1976 at 7 a 45 P.PZ. <br /> r Public Hearing - AZay 3, 1976 <br /> � The Planning Commission discussed ingress and <br /> egress to proposed restaurant and stressed <br /> that they would desire an access on County t�oad <br /> ;�19, perhaps combined with access to the church <br /> parking areao Several area residents were on <br /> hand and a petition with 16 signatures was <br /> presented in op�osition based on traffic on <br /> �County Road �#15, traffic on Navarre Lane, noiseo <br /> litter, and hours of operationo One citizen <br /> voiced approval based upon community need and <br /> the prospect for jobs for local students, (Continued) <br />
