If <br /> you submit a plan that meets the criteria set <br /> forth herein, the City Council revie��� sam� and if <br /> they find that your plans meet the in-cents and <br /> purposes as set forth herein, the City Council <br /> will authorize settlement in the l�c•�suit against <br /> you presently, <br /> A.
