Anderson: <br /> This letter will confirm my conversation with <br /> you of December 31, 1975, during which I <br /> M indicated to you that the City Council of the <br /> City of Orono passed a resolution stating in <br /> summary that the City of Orono appreciated the <br /> � work that the staff of the PCA and the rfi��CC had <br /> done concerning the proposed Orono-Long Lake <br /> � interceptor, but that the City Council felt that <br /> at this point in time for the reasons that were <br /> set forth in my previous communications to you <br /> and to other members of the PCA, that there had <br /> � not been sufficient time to analyze the proposal <br /> • of the t�IWCC. The City Council, therefore, <br /> desired that the PCA use the funds allocated <br /> � for this project for some other project and that <br /> steps be taken immediately to insure that the <br /> � City of Orono and the MWCC would be able to <br /> develop a route for the proposed Orono-Long Lake <br /> interceptor that satisfied the land use requirenents <br /> and planning of the City of :Orono and at the <br /> ' same time satisfied the requirements of the MWCC <br /> � and the PCA, <br /> � :he City of Orono believes that the agencies <br /> involved would be able to make the necessary plans <br /> and studies in the winter and spring of 1976, and <br /> have completed and before the Pn�1CC and the PCA <br /> � the complete plan proposal by late spring 1976, <br /> The city hopes that if such steps were accomplished <br /> that the city would be able to receive priority <br /> funding for the calendar year 1976, so that <br /> construction on the Orono-Long Lake interceptor <br /> would be able to take place in 1977, with <br /> completion of the project in 1978. <br /> Subsequent to our conversation, I spoke with <br /> ' several city council and staff inembers and they <br /> * recommended that the PCA consider holding back <br /> from the funds that were �o be allocated to <br /> � this project, enough money to allow for the <br /> funding of the study of the alternative proposals <br /> � in the winter and spring of 1976. By allocating <br /> monies from the funds allocated for this project, <br /> •� all agencies would be assured of having this <br /> project continued in an expeditious manner and <br /> hopefully have this project planned and completed <br /> � within the next two years, I realize that there <br /> �y be some constraints in your ability to use <br /> me of those funds as planning funds for <br /> alternativeso <br /> • <br /> � (Continued) <br />
