Anderson: This letter will confirm my conversation with you of December 31, 1975, during which I M indicated to you that the City Council of the City of Orono passed a resolution stating in summary that the City of Orono appreciated the � work that the staff of the PCA and the rfi��CC had done concerning the proposed Orono-Long Lake � interceptor, but that the City Council felt that at this point in time for the reasons that were set forth in my previous communications to you and to other members of the PCA, that there had � not been sufficient time to analyze the proposal • of the t�IWCC. The City Council, therefore, desired that the PCA use the funds allocated � for this project for some other project and that steps be taken immediately to insure that the � City of Orono and the MWCC would be able to develop a route for the proposed Orono-Long Lake interceptor that satisfied the land use requirenents and planning of the City of :Orono and at the ' same time satisfied the requirements of the MWCC � and the PCA, � :he City of Orono believes that the agencies involved would be able to make the necessary plans and studies in the winter and spring of 1976, and have completed and before the Pn�1CC and the PCA � the complete plan proposal by late spring 1976, The city hopes that if such steps were accomplished that the city would be able to receive priority funding for the calendar year 1976, so that construction on the Orono-Long Lake interceptor would be able to take place in 1977, with completion of the project in 1978. Subsequent to our conversation, I spoke with ' several city council and staff inembers and they * recommended that the PCA consider holding back from the funds that were �o be allocated to � this project, enough money to allow for the funding of the study of the alternative proposals � in the winter and spring of 1976. By allocating monies from the funds allocated for this project, •� all agencies would be assured of having this project continued in an expeditious manner and hopefully have this project planned and completed � within the next two years, I realize that there �y be some constraints in your ability to use me of those funds as planning funds for alternativeso • � (Continued)
