Box 248 <br /> Long Lake, MN 55356 <br /> Re: Septic Billing 3830 Bayside Road <br /> Dear Mr. Swanson: <br /> Thank you for your letter of AFril lOth regarding a septic <br /> system program billing that was certified for collection with <br /> your 1989 taxes. <br /> This billing was for the 1988 insgection year. The billing <br /> covered the period January 1, 1988 through December 31, 1988. <br /> The billing is mailed in the spring of each year to all <br /> properties with an existing residence as of January lst of that <br /> year. <br /> As of January 1, 1988, there was an existing, habitable <br /> residence with an existing septic system at 3830 Bayside Road. <br /> That residence existed at least until March 25, 1988 at which <br /> time a demolition permit was issued. Since the residence existed <br /> on January 1, 1988 and since the City does not make it a practice <br /> of verifying whether existing residences are occupied at a given <br /> time, the property was considered as subject to the septic <br /> program charge. <br /> On September 30 , 1988 , the special assessment search <br /> • provided by the City indicated no special assessments. That <br /> search was correct in that the resolution for certification of <br /> delinquent septic charges was not appreved until the October 10, <br /> 1988 Council meeting, at which time the special assessment was <br /> considered as legally pending. <br /> Regarding the o�.d house on Lot 1, Block 1, that house had <br /> never received a septic billing because, according to the <br /> Frevious owner, it was used for storage only.
