� , <br /> t SPECIAL MEETING OF THE ORONO COUNCIL, JULY 30, 1975 Page 3 <br /> The policy of 400 of lateral assessment against <br /> footage and 60o against a basic building unit <br /> is for the purpose of equitability of assess- <br /> ment against various shaped lots. Past assess- <br /> i ments have proven that the 40o-60% split <br /> provides on the average the most equitable <br /> split. <br /> Long noted again that the sewer line in the <br /> Hackberry Hills area was oversized to provide <br /> for additional sewage capacity to other areas <br /> in the future. The cost of that oversize is <br /> � approximately $8,000 and therefore that amount <br /> would not be assessed against the properties. <br /> Searles noted that the original cost for the <br /> half-acre lot was based upon the sewering of <br /> almost all of the City of Orono. However, <br /> � the City Council in 1973 determined that it <br /> did not make economic sense to sewer almost <br /> all of :City of Orono and that to sewer almost <br /> all of the City of Orono would be contrary to <br /> ! the comprehensive plan and comprehensive zoning <br /> i ordinances then being considered and which were <br /> subsequently adopted. <br /> s Mayor Searles suggested that the City should <br /> , delete $100, 000 from the total cost of the <br /> project, and to levy taxes for that $100, 000 <br /> � and the $8,000 which represents the oversizing <br /> of the pipe. <br /> Benson noted that at the public hearing, the <br /> consulting engineer and other staff inembers <br /> , would have maps and other visual aids present <br /> to assist the people in understanding the <br /> boundaries of the areas proposed to be assessed. <br /> It was noted that the City has always in the <br /> past assessed the sewer projects to the extent <br /> of 100 percent of the construction cost. Mayor <br /> ` Searles noted that even though in the past we <br /> s have always assessed 100 percent of the project, <br /> that in this instance the City would levy <br /> $108,000 on the general tax roll which amounts <br /> could later be assessed against any new properties <br /> to which sewer may be extended many years in the <br /> future even though such an extension is not <br /> contemplated and would be contrary to the <br /> comprehensive zoning code and comprehensive <br /> land use plan adopted. <br /> � <br />
