It is the purpose <br /> of this personnel policy to establish procedures <br /> for all departments, staff, managers, directors <br /> and administrators, which will serve as a guide- <br /> yline to administrative action concerning personnel <br /> matters and does provide all employees and the <br /> public a statement of a personnel program for <br /> Orono.
