(Continued) <br /> In March the Planning Commission held a public hearing and reviewed the application. They <br /> recommended on a vote of 5-0 to approve the variances conditioned upon the applicant installing <br /> plantings to screen the addition from the lake. <br /> Comments in support of the project were received and have been included in Council's packet. <br /> Staff recommends approval of the application. The City Council should consider a motion to adopt or <br /> amend the approval resolution. <br /> Seals stated she is always leery of things that are within the 75-foot setback and that she wanted to hear <br /> Staff's report. Seals stated she is fine with the request. <br /> Crosby asked what the hardcover level is at. <br /> Curtis indicated it is 15 percent with the addition. <br /> Seals moved,Dankey seconded,to adopt RESOLUTION NO.6754,a Resolution Approving <br /> Variances from Municipal Zoning Code Sections 78-1279 and 78-1680,File No. 17-3919. VOTE: <br /> Ayes 5,Nays 0. <br /> 20. #17-3920 CITY OF ORONO,TEXT AMENDMENT: SURVEYS AND SITE PLANS— <br /> ORDINANCE NO. 189,Third Series. <br /> Barnhart stated the draft ordinance is intended to address surveys and site plans. <br /> The draft ordinance does the following: <br /> 1. Identifies and stipulates the requirement of either a site plan or a certified site plan. A certified <br /> site plan,required for new principal buildings, additions to principal buildings, or grading <br /> projects that otherwise require a permit, is a site plan prepared by an individual registered by the <br /> state. Other projects including accessory stnxctures/buildings,decks,minor grading does not <br /> need to be prepared by a registered individual. <br /> 2. Clarifies when a foundation and as built survey is required, only for principal buildings. <br /> 3. Identifies the review process for commercial and industrial projects,directing Staffto make <br /> decisions on site plan approval for permitted uses not requiring variances. Conditional Use <br /> Permits and variances will continue to be reviewed by the Planning Commission and Council. <br /> Page 15 of 26 <br />
