The B-2 commercial <br /> activities have previously resulted in the blight <br /> • on the area. Moreover, any expansion of the B-2 <br /> activities would result in the pollution of the <br /> � lake and the visual pollution of the entire area. <br /> The creation of LR-1C-1 zone would create an <br /> � excellent buffer between the present B-2 uses <br /> and the adjacent residential community. The <br /> � Council stated that only by rezoning this area <br /> . would the village be able to maintain the necessary <br /> balance between the commercial and residential uses <br /> ( in the area and on Maxwell Bay. To allow an expan- <br /> � sion of the B-2 area into that area to be rezoned <br /> � would result in the continued blight which presently <br /> afflicts the property owners and those people who <br /> � desire to use Lake Minnetonka. It was also noted <br /> that this B-2 area as it is presently zoned is at <br /> � least twice as large as any other B-2 area in the <br /> village. If this B-2 area had not been zoned to <br /> � such an extent previously, there perhaps would not <br /> • be the problems that there are there today. It was <br /> noted that after the rezoning of this property, the <br /> remaining B-2 zone would be more isolated on the <br /> � peninsula would would help to act as a buffer zone . <br /> But to allow the expansion of the B-2 uses into <br /> what has been developed as a residential district <br /> � would destroy any sort of buffer that is presently <br /> there and would result in substantial diminution <br /> � in property values to those properties adjacent <br /> . thereto. Mayor Searles then stated that the Council <br /> had relied upon its knowledge of the area, upon the <br /> � B-2 committee report, upon the LMCD boat density <br /> policy statement of September 19 , 1974 , and upon <br /> � the joint Hennepin County-LMCD boat counts , on the <br /> LMCD shoreline guidelines , upon the 1945 and 1971 <br /> � aerial photos of natural bay and other data in their <br /> decision-making process to rezone this area. More- <br /> � over, the various limnological studies and the <br /> . Surface Water Management Plan all indicate that <br /> areas such as these must be restricted in order <br /> � to preserve Lake Minnetonka. <br /> � It was noted by the Council that the facts that <br /> were discussed during this work session did not <br /> � purport to include all facts, data and reports <br /> that have previously been presented to the planning <br /> commission and Council concerning the proposed <br /> . amendment to the zoning code, the zoning map and <br /> � the marina licensing ordinance. <br /> � <br /> � <br />
