(b) A plan drain partially to the above area and to the <br /> inarsh area east of 19 and north of 15. (c) /1 plan utilizing <br /> � existing water courses and retention areas. (d) A plan in- <br /> corporating any cornbination of the above alternatives. (e) <br /> � /1ny other p I an tivh i ch rnay sat i sfy the pu b I i c to oontro I rate <br /> • and qua I i fiy of storm water runroff. <br /> � Each pla� subinitted rnust deal with the total area drainage <br /> problem south of 15 and west of 19, and must produce rates <br /> � of flow and quality of run-off equal to, or better than, <br /> existing run-off. The engineer engaged to subrnit these <br /> � plans may change the form or arrangement of the plans spec- <br /> ified above with Council approval , but shall submit altern- <br /> � atives encompassing the substance of the specified altern- <br /> � atives. The Council will be the sole judge of the altern- <br /> ative plan to be used. <br /> � Counci Irnan i�assenga le expressed concern regard i ng the word- <br /> � i ny i n port i ons of the P�layor•'s statement. I t was agreed <br /> that Counci Iman P7assenga I e and :��layor Sear tes wou I d prepa�e <br /> � a redraft of this stater�ent for Council consideration at <br /> their next meeting. <br /> � <br /> � r�layor Searles then referred the Council �s attention to item Item I of "iDS <br /> number I of Draft 4 dealing with the size of the shopping iJavar re Project <br /> � center. Searles moved, E3utler seconded, to approve the Conceptual Ap- <br /> recorrnendation of the Planninc� Cominission as regards to proval " - Draft <br /> � tne size of the shopping center of II3,000 sq. ft. Ayes (2) 4. <br /> iJays (3? . Paurus, ��assen�ale, and Welsh opposed. <br /> � <br /> Counci Irnan P�lassengale, t�lelsh, and Paurus, expressed concern <br /> r that by usiny a .28 FAR ratio and the arnount of land present- <br /> • ly zoned cornmercial , the shoppinc� center should not be any <br /> laryer than approximately 65,000 sq. ft. <br /> � Terry Schneider representing I .D.S., ciaimed that I .D.S. would <br /> • <br />
