TO: City Council �� <br /> FROM: James Cosby, City Administrator ��� <br /> DATE: May 24 , 1974 <br /> SUBJECT: Council Meeting of May 28 , 1974 <br /> INFORMATION ITEMS <br /> The first item in your information packet is a letter concerning <br /> Officer Dressel of the Orono Police Department. Last year, Sergeant <br /> Dressel was demoted to Patrolman due to certain activities that he <br /> did while on duty. I have the file in my office and for those of <br /> you who were not on the Council at that time that may wish additional <br /> information on the matter, I will be glad to discuss it with you at <br /> a later time. Anyway, as a result of his actions, he was demoted <br /> and I informed the Council of the action that Sergeant Dressel had <br /> done at the time, the action that I recommended, and the Council <br /> conceded that the demotion would be justified and told me to proceed <br /> with the demotion, even though no formal Council action was taken on <br /> the matter one way or the other. At first Sergeant Dressel took this <br /> very hard but as time went on I have been rather surprised and amazed <br /> at his entire change of attitude toward his work and his fellow officers . <br /> He has come a long way from this time last year in improving himself <br /> and making a greater contribution to the department. As a result of <br /> that, I feel that his lesson has been learned and I can recommend, <br /> along with the Chief of Police, that we promote him back to the position <br /> of Sergeant, even though�e would consider promoting him back to <br /> Sergeant, he would not become the second in command of the department. <br /> Sergeant Daniels will remain second in command with Sergeant Dressel, <br /> then, third in command. <br /> The second information item that you have is a letter from IDS addressing <br /> themselves -to certain changes in the lease of our liquor store. I <br /> have no objections to these lease changes, per se, but I think that <br /> it is important to pay particular, attention to the next to the last <br /> paragraph on the first page, where they assure the City of Orono that <br /> they will do everything possible to relocate the Orono liquor store <br /> in the new development if and when, that development should be approved. <br /> If the IDS proposal is approved, I do not feel that the City of Orono <br /> should be at all bashful to insure that we have an understanding with <br /> IDS that our liquor store be located right beside the Super Valu store. <br /> The third item in your packet is a brochure from the North Memorial <br /> Medical Center in which a rape symposium was conducted last week and <br /> Councilwoman Butler attended this conference. The staff feels that it <br /> is important to begin developing sensitivity among the police officers <br /> and other interested citizens in the community about this particular <br /> problem which is drastically increasing in incidences across the <br /> country. I expect that Councilwoman Butler would prefer to give a <br /> report to the Council on her impressions on the conference and how <br /> she sees Orono participating in a program of rape counseling. <br />
