e) provides design compatible with surrounding land uses, including both existing <br />and planned; <br />f) results in a sensitive development in the transitional area located between low- <br />density single family uses to the north and south, taking into account the <br />location between two arterial highway corridors as well as the agriculturally <br />used property to the east guided for future medium-high density residential use; <br />and <br />g) yields development which is consistent with the Comprehensive Plan guiding <br />for higher density than the typical urban and rural residential development in <br />Orono. <br />C. Environmental Considerations; Site Planning & Amenities, Transportation; <br />7. Conservation Design. Pursuant to the City's Conservation Design ordinances the <br />Developer has submitted a Conservation Development report prepared by ISG <br />dated July 8, 2016. Key elements of the report include a Natural Resources <br />Inventory of the non -developing portions of the site including review of the <br />MLCCS Land Cover Classification data, wetland delineations (approved by the <br />MCWD), site vegetation review, and outlining of a basic Conservation Design <br />Master Plan. The information was supplemented by the Developer with a tree <br />inventory of the portion of the property being developed, as well as a preliminary <br />stormwater management plan. Where buckthorn exists, it will be required to be <br />removed. Specific seed mixes are proposed for the buffer areas. <br />8. Wetlands on Site and/or Impacted. The property contains a large 1.33 acre <br />wetland on the west side of the property. This wetland is not proposed to be <br />impacted. The reported MCWD base buffer width requirement is reported as 30 <br />feet. Applicants have proposed a buffer of 35 feet. The proposed buffer plan <br />results in approximately 0.211 s.f. of buffer. <br />The City code requires a minimum structure setback of 35' from the wetland <br />boundary, plus 10' additional where the 35' setback would be less than 10' from a <br />MCWD required buffer. The City will require a Conservation and Flowage <br />Easement over the wetlands being preserved. <br />9. Tree and/or Woodland Impacts. The portion of the site being developed contains <br />a variety of mature tree species, mainly around the perimeter of the developable <br />Page 3 of 15 <br />
