MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, August 15, 2016 <br />6:30 o'clock p.m. <br />Schwingler stated it is a pastry shop/production facility/retail store, and that it fits the criteria of a <br />bagel/coffee shop. <br />Leskinen asked whether the restaurant Mr. Anderst was going to put there was going to take up less than <br />1/3 of the building, which is one of the criteria. <br />Anderst noted the kitchen, bathrooms, and storage area is not included in that calculation, which would <br />put it way over 50 percent of the building. Anderst stated they are saying they will occupy 3,900 square <br />feet but the kitchen is in another area. <br />Thiesse stated the definition is no more than 50 percent of floor area should be for retail use. The food <br />area and beverage area may not be larger than 4,000 square feet. Thiesse noted the criteria on the <br />overhead are the four criteria that were set up to review for this bagel/coffee shop and that the applicant is <br />proposing something that fits within those four criteria. <br />Schwingler stated the rules have not changed. <br />Leskinen stated they are meeting the code and that the rules are not being changed. <br />Anderst asked if the 4,000 square feet is just for sitting. <br />Barnhart indicated that is the retail area. <br />Anderst stated there is no kitchen or storage area included. Anderst asked if he has 60 seats in 4,000 <br />square feet. <br />Bernet indicated that includes the retail portion and that there is not 4,000 square feet of sitting area. <br />Bernet noted it also includes display cases, sitting area and the restaurant. <br />Anderst asked if they will be able to put in 100 seats later on. <br />Page 13 of 15 <br />
