We offer the following observations, comments, and recommendations for your <br />consideration: <br />1.0 GENERAL: <br />i 2or <br />1.1 The complete Stormwater Management Plan should be submitted for review to verify adequate <br />sizing of proposed facilities. Proposed peak runoff rates must be restricted to existing rates. Due <br />to flooding issues immediately downstream along Kelly Avenue, maximizing the proposed <br />system's ability to retain runoff on-site and reduce peak runoff rates would provide additional <br />benefit to the City. <br />1.2 Storm sewer calculations should be submitted for review to verify adequate sizing. <br />1.3 Due to the size of proposed disturbance, a Topsoil Management Plan should be included with the <br />Final Plans to ensure adequate topsoil placement. The plan should provide direction for topsoil <br />stripping, stockpile location(s), soil de -compaction prior to re -spread, certification of topsoil for re - <br />spread meeting specifications, and placement of topsoil. This information could be included on <br />the Final Grading Plan. <br />1.4 Work within public right-of-way must be coordinated with the Public Works Department. <br />Contractor must provide a minimum 48 hour notice prior to any work being performed. Notes <br />should be adjusted accordingly. <br />1.5 The applicant will be required to obtain Minnehaha Creek Watershed District (MCWD) approval <br />and permitting for their Erosion Control, Stormwater Management, Wetland Protection, and <br />Waterbody Crossings and Structures Rules. A copy of any approvals or permits required should <br />be submitted prior to Final Plat approval. <br />1.6 The applicant will be required to obtain Hennepin County approval and permitting for an access <br />and work in right-of-way on C.R. 19 (Shadywood Road). A copy of any approvals or permits <br />required should be submitted prior to Final Plat approval. <br />1.7 The applicant will be required to obtain a Sanitary Sewer Extension permit from the Minnesota <br />Pollution Control Agency and a Water Main Extension permit from the Minnesota Department of <br />Health. Applications should be coordinated with the City, and a copy of any approvals or permits <br />required should be submitted prior to any land disturbing activity. <br />1.8 The applicant will be required to obtain a General Construction Permit (NPDES) to discharge <br />stormwater associated with construction activity since more than 1 acre will be disturbed. A copy <br />of the permit should be submitted prior to any land disturbing activity. <br />
