. . <br /> Enterprise Funds <br /> Page 3 <br /> Now, we must ask ourselves a question, what alternatives do we have <br /> available to us? I would like at this time to make several suggestions <br /> for your consideration. <br /> l. If it is the Council ' s desire not to continue operating the golf <br /> course, we could make the golf course property a large central park. <br /> Trails could be established leading to various recreational activities <br /> that would be scattered throughout the premises. One of the problems <br /> with doing this, however, is a budgetary problem because the golf <br /> course would no longer be an enterprise fund and whatever monies <br /> would be required to develop it as a large central park facility would <br /> have to come out of the General Fund, ie, the Park Commission' s account <br /> in the General Fund, which goes on the Tax levy. It would be quite <br /> possible to develop a development scheme which could be carried out <br /> over a ten year period of time and convert the property into an <br /> extremely well done, well designed recreation facility. <br /> 2. The Council could also build an eighteen-hole golf course by ; <br /> purchasing additional property to the north of the Luce Line Trail <br /> and redesign and rebuild the entire golf course and make it an excellent <br /> competitive golf course. It is my opinion that it would not be wise <br /> to leave the existing nine-hole golf course in its current configuratian. <br /> If the Council decided to develop an eighteen-hole golfcourse, the <br /> whole thing needs to be redesigned. <br /> '; <br /> 3. The Council may decide to continue to operate as we are. We can ;� <br /> do this and we will do the best that we can with what we have. But <br /> I think it only fair to say that the maintenance cost that we are ,�; <br /> facinq may very well put us in a deficit position for quite a number ;+ <br /> of years. <br /> 4. If it is the Council' s desire to continue to operate our current <br /> golf course, but put it in excellent condition and to upgrade the <br /> quality of the golf course, then we need to develop a long-term <br /> capital improvement program and begin to dedicate funds to its <br /> improvement right a way. I would suggest that we reexamine the <br /> possibility of using Federal Revenue Sharing Funds to improve the <br /> golf course. By doing this, you would also be able to make improvements <br /> in the golf course without actually using the local citizens tax money. <br /> 5. The Council could sell the golf course to a private individual and <br /> have him run it as a private enterprise. The Council in the past has <br /> expressed concern over this particular alternative because once it is sold, then <br /> we lose control over maintaining it as an open space.
