The owner or manager of the sign and the ovmer of the property shall be equally responsible for the proper location,maintenance and removat of the sign.Alt temporary signs shsll be locaud on a property so that they do not impede safety by obstructing vision of pedestrians or motor vehicle operators. Sec.78-1468.Signs in B snd I districts.
