Box 66 <br /> Orono, MN 55323 <br /> Phone: (612) 473-7357 Fax: (612) 473-0510 <br /> MEMORANDUM <br /> DATE: January 25, 1999 <br /> TO: Jack Shannon, Edina Realty <br /> FROM: Liz Van Zomeren, City Planner/Zoning Administrator�� <br /> SUBJECT: 539 Keene Avenue <br /> This property (02-117-23 31 0028) is zoned RR-1B, One Family Rural Residential District. <br /> The minimum lot area for this district is 2 acres. The front, rear and side yard adjacent to <br /> street setbacks are 50'. The side yard setback is 30'. <br /> The City does not have a current survey on file for this property. Without a survey, I cannot <br /> determine the total lot area. I would estimate that it is roughly 44,400 sq. ft. or 1.01 acres, <br /> which is less than the 2 acre minimum requirement. <br /> The existing residence may remain on the lot. Any additions that do not meet the required <br /> setbacks would require variances. Removing the residence and building a new residence <br /> would require at least a lot area variance. If a potential owner desires to build a new <br /> residence, a lot area variance should be obtained before the structure is removed. Any new <br /> construction will be expected to meet the setback requirements to the extent possible. <br /> Any potential buyer should be aware that for a lot area variance the City would require an <br /> updated survey with building plans showing proposed setbacks. The total amount of structural <br /> coverage allowed is also subject to 15% of lot area. If the lot were 10,000 sq. ft., the building <br /> footprint for the principal and accessory structures could not exceed 1,500 sq. ft. Potential <br /> buyers should design a plan that conforms to the structural coverage limit. <br /> Variances are reviewed monthly by the Planning Commission. After the Planning <br /> Commission they are sent to the City Council for approval or denial. A copy of this year's <br /> schedule is attached.
