Our current review is based on the documents listed below, and we offer the following <br /> observations, comments, and recommendations for your consideration. <br /> Submittal Documents <br /> • Variance Application dated June 20, 2012 <br /> • Hardcover Calculation Worksheet dated June 20, 2012 <br /> • Lot Certification with Topography prepared by Harry S. Johnson Co.,Inc. dated May 2, 2012 <br /> • Elevations prepared by Martin Woody Architects dated June 20, 2012 <br /> Review Comments <br /> 1. It appears this project will disturb more than 25 cubic yards of material. Therefore, a Storm <br /> Water Pollution Prevention Plan(SWPPP)must be submitted for review in accordance with City <br /> Code. The minimum$2,000 sediment and erosion control financial security should also be <br /> required of the owner for this permit. <br /> 2. Provide top of wall and bottom of wall elevations and dimensions on the retaining wall in key <br /> locations (i.e. gratj�;changes, alignment changes�. Walls four feet ar greater in height must be <br /> designed by a licensed Professional Engineer. 1Vlulti-level walls spaced less than double the <br /> height of the bottom wall apart shall be considered one wall,and the height shall be determined <br /> from the base of the bottom wall to the top of the upper wall. <br /> �3. The Wetland Delineatio�q Report with WCA approval needs to be submitted to verify the wetland <br /> boundary. � <br /> 4. The Functional Assessment of Wetlands (FAW)Map indicates the wetland located on site is <br /> classified as Management 21eve1. Garage reconstruction and proposed grading has the potential <br /> to adversely impact the wetland, which will trigger the Wetland Protection ordinance <br /> requirements. Therefore, the following should also be considered: <br /> a. The impacted wetland will require the creation of a 25 foot buffer per City requirements. <br /> b. Any invasive plant species found within the buffer area, such as buckthorn and turf grass, <br /> must be removed. In areas where turf is removed, native vegetation will need to be <br /> established. MnDOT seed mix 350 is recommended for upland buffer areas. <br /> c. A Landscape Plan including methods for removal and control of turf grass and buckthorn <br /> and a schedule of native vegetation establishment should be submitted for review. <br />
