In 2008 the city planner noted the track <br /> was not constructed, yet when comparing a 2012 Hennepin County aerial photo with the Hennepin County <br /> aerial photo printed in 2007 it now appears a path or track of some kind has been constructed. If so, this work <br /> was not permitted by the City and after-the-fact approvals may be necessary.
