On March 31,2016 we received <br /> from your surveyor Mark Gronberg a revised survey depicting revised locations for the house,septic systems sites,and <br /> driveway,as well as a new grading plan including a rain garden.We noted that a sport court has also been added to the <br /> house. <br /> On April 11, 2016 the City received a revised building permit proposal including revised house plans, updated septic <br /> systems reports, and a landscape plan. Staff has conducted a preliminary review based on the information provided <br /> and recommends the following items be submitted or revised in order for your application to be considered complete <br /> and for the plan review to continue: <br /> 1. Certificate of Survey. The Certificate of Survey submitted is lacking certain items which must be added by the <br /> surveyor,as follows: <br /> a. Location of the proposed septic system components(transfer from Rusty Olson report). <br /> b. Top of Foundation. The top of foundation elevation is shown on the survey. Please have the surveyor <br /> show the point or spot on the foundation that the top of foundation elevation is referencing. Please <br /> note,we expect the location to be consistent when submitting the foundation as-built survey. <br /> 2. Building Plans — Height Issue. While our review confirms that the lowest level of the proposed house is a <br /> basement by definition,the defined building height exceeds the 30-foot maximum. Your plans show the upper <br /> dormer with window has been removed, which we advised was necessary. However, the defined height is <br /> required to be measured based on the existing grade where it abuts the house, not the proposed grade that <br /> was used on your building plans. The survey suggests that the highest existing grade at the any point on the <br /> house perimeter is at or near elevation 1018'. The lower measuring point used in the height depiction on your <br /> plans was approximately 1.5' below the main floor elevation or about 1022'. Based on the 1018' correct <br /> measuring point,the building's defined height is approximately 34',exceeding the 30'limit. The building plans <br /> (and potentially the survey)will have to be revised to meet the 30' maximum. <br /> 3. Rain Garden Specifications. Your surveyor/engineer must provide calculations and specifications for the <br /> proposed rain garden,for review by the City Engineer. <br /> 4. Minnehaha Creek Watershed District (MCWD). As a minimum, you will need an MCWD Erosion Control <br /> Permit.Your project may trigger other MCWD permitting requirements; please contact the MCWD directly at <br /> 952-471-0590 regarding your project. Please note,the City of Orono will not issue a building permit without a <br /> copy of the MCWD Erosion Control Permit or documentation stating the proposed project does not trigger any <br /> of their permitting requirements. <br />
