Sullivan Property Modified Level 1 Wetland Delineation Report and No-Loss Application <br /> 4.3 Historical Review of the Excavated Pond <br /> An anecdotal history, site conditions observed in the field, and historical aerial photography <br /> indicate that the wetland basin was previously excavated. During an onsite pre-application <br /> meeting with the MCWD on September 16, 2016, Tim Sullivan explained how the original <br /> homeowner told him that the wetland previously existed as a grassy wet meadow containing <br /> debris and old appliances. The previous owner removed the debris and excavated the wetland to <br /> create the pond that exists today. Hennepin County property information shows that the home <br /> was built in 1986. The wetland excavation likely occurred around that time. Evidence <br /> supporting the excavated wetland determination includes: <br /> 1. NWI mapping, which is based on 1980s color infrared aerial photogaphy, shows the <br /> wetland as a PUBGx, and"x" indicates excavated. <br /> 2. The 1974 Hennepin County Soil Survey(based on field work in 1960s) shows the <br /> wetland as a symbol that means"small depression,poor to very poorly drained." <br /> 3. Aerial photographs from 1937, 1945, 1956, 1960, 1962, 1967, 1971, and 1994 (8 years) <br /> don't show the open water area until 1994 (Table 4,Appendix C). <br /> Table 4. NO-LOSS APPLICATION <br /> The landowner would like to remove accumulated sediment down to the blue-gray clay layer, <br /> which corresponds to the depth of the original excavation. Excavation of sediment with an <br /> excavator or backhoe will restore the deepwater habitat to the previous maximum pond depth of <br /> approximately 10 feet, which existed following the original excavation. <br /> 6 <br />
