MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 10, 2007 <br />7:00 o’clock p.m. <br />___________________________________________________________________________________ <br /> <br />(#07-3298 875 WBW, LLC, Continued) <br /> <br />Murphy inquired whether the city engineer is okay with the design that has been submitted. <br /> <br />Kellogg indicated they have reviewed the plans and submitted their comments. Kellogg stated as long <br />as Wayzata gives their approval, they are fine with what has been proposed. <br /> <br />Murphy asked if the sewer and water pipes would be sized to accommodate the Montessori School. <br /> <br />Kellogg stated they would be. <br /> <br />Moorse stated he did meet with a representative from Wayzata today and that the item is on the agenda <br />for the City Council workshop tomorrow night. <br /> <br />Johnston noted they have revised their plans to reflect sewer and water coming from Wayzata. Johnston <br />stated one issue they have a concern with is the material underneath the pipe. The recommendation of <br />the city engineer is that the material be granular and that there is a considerable cost difference between <br />the two types of material. Johnston stated he is wondering whether there are any options that they could <br />pursue. <br /> <br />Kellogg stated they have reviewed three different reports from Braun Intertec, with each report saying a <br />different thing. The third report said if material could be found that is within three percent of the <br />optimum moisture level, that that would be acceptable as backfill material. Since the project would be <br />started this fall, it would be difficult to find that type of material, and given the fact that things get wet <br />in the fall and do not dry out, the fact that there would be a road constructed over the pipes, it creates a <br />risk that the City may not want to take in this instance. <br /> <br />Johnston stated this issue arose because they are obtaining sewer and water from Wayzata rather than <br />Long Lake and they have to cross this area that has bad soils. Johnston indicated they would be <br />importing some soils to the site and that with the oversight of the City Engineer and the Public Works <br />Department, they would like to reserve a decision on the material used in that area until the area is <br />opened up and they can visually view the soils. <br /> <br />White commented it is a significant cost item. White inquired whether the option proposed by the <br />applicant would be acceptable. <br /> <br />Kellogg stated they might be faced with a situation where they would have to micromanage that portion <br />of the project. Kellogg stated based on his experience, it is unlikely that the soils would meet the three <br />percent. <br /> <br />Johnston stated they are not opposed to spending the extra money if necessary but that they would like <br />the opportunity to inspect the soils. <br /> <br />Kellogg stated this section of the project would eventually become the property of the city once the <br />project is completed and that it would then be the City’s responsibility to maintain the roadway. <br />Kellogg indicated he would be willing to meet on the site and make a joint decision with the Public <br />Works Department upon review of the soils. <br /> <br /> <br />PAGE 13 <br />Item #02 - CC Agenda - 09/24/07 <br />Approval of Council Minutes 09/10/07 [Page 13 of 18]
