MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 13, 2007 <br />7:00 o’clock p.m. <br />___________________________________________________________________________________ <br /> <br />ROLL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />James White, Council Members Lili McMillan, Jim Murphy, Cynthia Bremer, and David Rahn; City <br />Attorney Soren Mattick. Representing Staff were City Administrator Ron Moorse, Assistant City <br />Administrator for Long-Term Strategy Mike Gaffron, Planning and Zoning Coordinator Melanie Curtis, <br />Planner Evelyn Turner; City Engineer Tom Kellogg, and Recorder Jackie Young. <br /> <br />Mayor White called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />CONSENT AGENDA <br /> <br />1. APPROVE/AMEND <br /> <br />Items 9 through 14 were added to the Consent Agenda. Item Nos. 3 and 4 were removed from the <br />Consent Agenda. <br /> <br />Murphy moved, Bremer seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5, <br />Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR CITY COUNCIL MEETING OF JULY 23, 2007 <br /> <br />Murphy moved, Bremer seconded, to approve the minutes of the July 23, 2007, Regular City <br />Council meeting as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />PRESENTATION <br /> <br />2A. PRESENTATION BY DENNY EYLER REGARDING WAYZATA BOULEVARD AND <br />HIGHWAY 12 ROUNDABOUT <br /> <br />Denny Eyler, SRF, addressed the City Council regarding the roundabout proposed to be built at the <br />intersection of Wayzata Boulevard and new Highway 12. SRF evaluated traffic control in this area as <br />well as the best method to address the goals of Mn/DOT and the local cities. The goals of Mn/DOT <br />relate to avoiding additional cost being added to the current construction project, having sufficient <br />capacity to avoid backups on Highway 12, justification of the roundabout, and avoiding the cost of <br />constructing and operating a signal. The goals of the cities and Hennepin County relate to providing a <br />safe, controlled intersection, being able to alert drivers to a change in driving environment, providing a <br />gateway to the cities of Long Lake and Orono, assist in access management, and avoiding the cost of <br />constructing and operating a signal at this location. <br /> <br />Eyler stated there are a number of cities around the world that utilize roundabouts, with this location <br />being an ideal situation for a roundabout. Some common issues that need to be addressed are traffic <br />volumes and what type of traffic control should be utilized at the exit from the freeway where it <br />intersects the surface traveling road. <br /> <br /> <br />____________________________________________________________________________ <br /> PAGE: 1 <br />Item #02 - CC Agenda - 09/10/07 <br />Approval of Council Minutes 08/13/07 [Page 1 of 8]
