MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, June 11, 2007 <br />7:00 o’clock p.m. <br />_________________________________________________________________________ <br />(10. #07-3298 875 WBW LLC., DAVID CARLSON, 875 WAYZATA BOULEVARD WEST, <br />Continued) <br /> <br />Gaffron explained that the developer has determined that absent a final sewer agreement between <br />Long Lake and Orono, he would be proceeding to work with Wayzata to obtain sewer and water <br />services. The existing Wayzata lines end approximately at the entrance to the new Wayzata Public <br />Works site on Old Wayzata Boulevard. Gaffron noted that the developer is planning to extend <br />those lines along the northeast side of Highway 12 onto the 875 WBW property. The entire sewer <br />and water system, except for individual house connections, would become City-owned and <br />operated upon completion. <br /> <br />Gaffron pointed out that a variety of issues are associated with this project, several discussed as <br />follows: <br />1) The issues of local sewer and water connection charges. <br />2) The owner of the Montessori School could benefit from the water and sewer connection as <br />an alternative to replacing his septic system. Specifically, the City must also address how <br />MUSA might interpret the property. <br />3) A water and sewer agreement between Orono and Wayzata must be established. <br />4) As well as other minor issues for consideration. <br /> <br />Murphy interjected that he did not wish to attach the Montessori school to the application if it <br />messes up the legwork done thus far for the applicant. <br /> <br />Gaffron stated that the current Myrtlewood development would be retro-fitted to join the service <br />provider; however, the Montessori might be reviewed and guided for 3 units per acre development <br />should the Montessori go away. <br /> <br />Murphy stated that he did not feel the Council should insert this into the development agreement <br />with this applicant and urged staff to make an informal inquiry thru city contacts to see where or <br />whether a formal inquiry is necessary. <br /> <br />Gaffron noted that the site is uniquely situated between the Luce Line trail, Highway 12, and <br />Wayzata. He indicated that he would make an informal inquiry and see what happens. <br /> <br />Murphy urged staff to relay the numerous pitfalls the owner of the Montessori has faced over <br />recent years and perhaps someone will have sympathy for his situation. <br /> <br />McMillan stated that the City must decide at some point what ultimately it would like to see at this <br />location. <br /> <br />Gaffron stated that there could possibly be two lots made of this site. <br /> <br />Bremer stated that she would not feel comfortable committing in advance to what sort of density <br />we might be comfortable with down the road for this location.
