MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, October 15, 2012 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />  Page 7   <br />   <br />Walsh asked if there are any plans for the bridge. <br /> <br />John Lein, Applicant, stated the bridge belongs to Lot 3 and that it would be sold with the property. <br /> <br />Lein stated as it relates to the trail on the north side of County Road 6, it would be redundant to require a <br />trail on that side since there is a trail on the south side of County Road 6 and that he would ask that the <br />trail requirement be waived. <br /> <br />As it relates to the holding pond, Lein indicated it does not provide a good view and that they are <br />attempting to provide good views for all of the lots. There is a wetland that provides drainage and would <br />be more than adequate. Lein requested the Planning Commission waive the requirement for the holding <br />pond. <br /> <br />Lein stated in regards to the fees being charged, he would also like to have those reduced. The property <br />consists of 15 acres and there will only be four lots. Lein noted the economy is currently in a recession <br />and there is a reduced demand for housing. Orono’s fees are based on a better housing market and that he <br />would like those fees reduced by $20,000. Lein stated he would like the Planning Commission to make a <br />recommendation to the City Council on that matter. <br /> <br />Schoenzeit asked if there is anything specific about the use of this property that would make it different <br />from other developments in the City and should be given a special fee. Schoenzeit asked if it would be a <br />nonprofit entity that would be purchasing the property. <br /> <br />Lein commented he hopes it will not be nonprofit because due to his age, he needs to sell them quickly <br />and slightly under the market price. Lein indicated he cannot wait for the housing market to pick up <br />before he sells the lots and that he would like to have some money right now. <br /> <br />Chair Schoenzeit opened the public hearing at 7:11 p.m. <br /> <br />Russell Berman, 2595 Kelly Road, Medina, stated the prospect of looking at a septic system is not <br />something he likes after substantially improving his property. Berman acknowledged he does pay taxes <br />to another jurisdiction but that his property does abut this land and that he would be looking at two septic <br />sites at the back end of his property. Berman indicated he has resided on his property for four and a half <br />years and the subject property has not been maintained during that time. <br /> <br />Chair Schoenzeit closed the public hearing at 7:13 p.m. <br /> <br />Schoenzeit asked whether there are any setbacks or screening that would be required for the septic tanks. <br /> <br />Curtis noted the septic tank would be in the ground and that she is not sure what type of septic system is <br />currently on Lot 3. There is a setback to the property line and the applicant meets that setback. Curtis <br />stated she does not have the septic designs with her tonight. <br /> <br />Gronberg stated he does not know where the existing septic site is located but that the two sites that have <br />been tested are beyond the setback requirement. <br /> <br />Gaffron stated the septic sites need to be 20 feet from the property line. Gaffron stated typically the only <br />thing that is visible is a berm that is grassed over, which may have a white pipe sticking out.
