<br /> . Based on a recent administrative search warrant, our office conducted an inspection at the above
<br /> . referenced property. Sfiaff has been to this property numerous times throughout the pasfi twenty years
<br /> tiue tv neighbor complaints conceming Junk and garbage, unlicensed vehickes, hoarding of cats,
<br /> unirihabitable structure, etc. The purpose of the most recent inspec#ion, Friday, December 3, 2010 was
<br /> carrisd out to de#ermine structural saundness and habitabiiity of the house and other nuisance or
<br /> unhealthy conditions. � � � � � �
<br /> Thase in attendance included Planning & Zoning Coordinator, Melanie Curtis; Officer Fred�largas and .

<br /> Based upon.the December 3, 2010 inspection by staff it is my recommendation that the structures on
<br /> the�properiy be demolished and the.foundatians removed and f�lled in. Under 1311.0206 Section 206
<br /> of the 2Q07 Minnesota Sta4e Builciing Code"Unsafe Buildings or Structures" lt states(and I paraphrase)
<br /> Afl buildings or structures regulated by these guidelines thaf are structuraliy unsafe or that are
<br /> othenrvise dangerous to human life are, for the purpose of this section, unsafe. Any use of buildings or .
<br /> structures const[tuting a hazard to safety, health or public welfare by reasan of lnadequate
<br /> m�intenance, dilapidation, obsolescence, fire hazard, disaster, damage ar abandonment is, for tHe
<br /> , purpose of this section, an unsafe use. All unsafe buildings, structures or appendages are public
<br /> nuisances and must be abated by repafr, rehabilitation, demolifion, or removal, according.to Minnesota -
<br /> � Statufes, sections 463.1 to 46326. � . � �
<br /> As the City of Orono Building Inspector, I submit that the house, garage, sheds,junk�vehicles, garbage,
<br />, junk, septic system, well and all other remainln� materials at 200 Hollander Raad be declaced a public
<br /> � nuisanae and be removed, derr�olished, and foundations filled in, as permanent relfef of this
<br /> I neighborhood nulsance. I offer the following descriptions as support for the request to abate:
<br /> 1) The owner of the property is deceased and no relation has or is willing to step forward to �
<br /> . provide relief. This Is abandonment.
<br /> 2) The house did not receive winterization before the weather tumed cold and subsequently the
<br /> � plumbing froze and split filling the basement of the house compfetely full of water. This will
<br /> � eventua{ly freeze solid and undoubtedly cause severe damage to the foundation and possible
<br /> stnactural failure of the house. This is disaster and damage.
