Affiant has good reason to believe, and does believe, that the following <br /> described things exist at the premises, to-wit: <br /> The premises located at 200 Hollander Road("Subject Property"), City of Orono, County of <br /> Hennepin, State of Minnesota, contains hazardous and nuisance conditions including: burst water <br /> pipes causing basement to completely fill with water, lack of winterization, disconnection from <br /> electricity, doors open to the elements, fecal matter and other noxious refuse scattered throughout <br /> the main house, accessory structures, and vehicles, numerous instances of prohibited outdoor <br /> storage of refuse and other matter, evidence of rodents and other vermin throughout the main <br /> house, accessory structures, and vehicles, bags of trash indoors and outdoors,vehicles filled with <br /> trash, and out buildings filled with trash. <br /> This affiant applies for issuance of a search warrant upon the preceding grounds. The facts tending <br /> to establish the grounds for issuance of an administrative search warrant are as follows: <br /> Your affiant is the City of Orono Building Inspector. Your affiant states that he inspected <br /> the Subject Property on December 1, 2010, and identified numerous hazardous conditions <br /> and city code violations requiring immediate attention. It is the belief of your affiant that <br /> the homeowner recently passed away and there is no one to step in and manage the <br /> property. As such, electricity has been disconnected and the water pipes have been left to <br /> burst. Water has now filled the basement entirely and is beginning to seep outside the <br /> home. In addition to the water emergency,the property contains fecal matter and other <br /> 155139 1 <br />
