MINUTES OF THE
ORONO CITY COUNCIL MEETING
Monday, April 23, 2007
7:00 o’clock p.m.
___________________________________________________________________________________

(Mayor/Council Report, Continued)
Bremer suggested the City consider presenting a business of the year award. Bremer stated she would
like the City to do a better job of cleaning up and improving the Navarre area.
White reported on how other cities have provided rain barrels at a discounted price to residents and that
it is an effective way to deal with the runoff off of roofs. White distributed some information he has
gathered regarding steps the City could be taking on stormwater management.
Gaffron stated the rain barrels are a good idea but that they will not completely solve the drainage on
some of these lots that are fairly flat.
Bremer commented the City should encourage the use of pavers since they do absorb water and that
perhaps the City should revisit their position on the use of pavers and consider offering some incentives
to homeowners if they are utilized.
White inquired whether it is against Minnesota Statutes to have your runoff go onto your neighbor’s
property.
Mattick stated property owners are not allowed to redirect the drainage onto someone else’s property.
Bremer stated some of the drainage problems occur over time.
Murphy stated he would like to see the creation of a task force to address the environmental issues the
City is faced with now and could be faced with in the future. Murphy requested the Council direct the
City Administrator to draft a charter for the task force.
It was the consensus of the City Council to direct the City Administrator to draft a charter for the
environmental task force.
Murphy stated he was recently in Navarre and reported there are two vehicles that have been parked in
the same spot for approximately six months or longer. Murphy requested that the Police Department be
notified of the situation and have the vehicles towed if necessary.
McMillan inquired whether the City has any language regulating the number of vehicles on a property.
Moorse stated the language deals with whether the vehicles are operable and are licensed.

CITY ENGINEER’S REPORT
City Engineer Kellogg had nothing to report.

PAGE 13
Item #02 - CC Agenda - 05/14/07
Approval of Council Minutes 4/23/07 [Page 13 of 15]
