Engineering <br /> comments for the 4174 Highwood Rd. project will be sent under a separate e-mail. <br /> As discussed on the phone, the MCWD has required a wetland delineation of this property and the adjoining vacant lot. <br /> Orono requires an approved wetland delineation by the MCWD prior to our issuance of a building permit for any structure <br /> within 150 ft. of a wetland. Both home sites fall within this distance standard. Therefore an approved delineation is <br /> required to verify building setbacks for both of the site plans beforehand. I also anticipate completion of the building <br /> height review for both homes this week. <br /> The permit issuance for demolition of the house may be approved prior to building permit issuance, although the engineer <br /> is definitely requiring installation of the rock construction entrance prior to commencing any demolition activity. Erosion <br /> control would also be necessary if the demo activity involves any land disturbance. Please contact Lyle Oman, Chief <br /> Building Official for the city at 952-249-4625 to schedule a walkthrough of the house prior to issuance of the demolition <br /> permit and to coordinate utility disconnections. <br /> Please contact me with any further questions you may have. The silt fence and rock construction entrance should be installed and inspected by the City prior to any <br /> land disturbing activities. The Contractor must provide a minimum 24 hour notice prior to inspection. <br /> 2. Additional grading detail should be provided along the east property line to define a swale that directs <br /> runoff north and south and not onto the adjacent property. Additional spot elevations and proposed <br /> contours should be added as necessary to adequately define the swale. <br /> 3. A financial security of$2,500 from the Applicant is recommended for erosion control and engineering <br /> oversight. The financial security is intended to provide protection in the event that it becomes <br /> necessary for the City to install or maintain erosion and sediment control within the project area and <br /> covers the cost of vegetation re-establishment if the applicant is unable to follow through with the <br /> conditions of approval. <br /> 4. The applicant may be required to obtain Minnehaha Creek Watershed District (MCWD) approval and <br /> permitting for their Erosion Control rule. A copy of any approved permit or confirmation that no <br /> permit is required should be submitted prior to any land altering activities. <br /> i <br />
