MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,January 23,2017 <br /> 7:00 o'clock p.m. <br /> PUBLIC COMMENTS (continued) <br /> Catherine Sweet, 3405 and 3407 Crystal Bay Road, stated she owns two pieces of property on Crystal <br /> Bay Road. Sweet stated when she purchased the 3407 property, she was aware that she did not own <br /> lakefront but that she did not understand exactly what lake rights were at that time. Sweet indicated she <br /> recently has decided to downsize and has been working with a real estate agent to se113407. Due to a <br /> covenant or an agreement entered into a number of years ago,that property does not have dock rights but <br /> it does have beach and bathing rights. Sweet indicated she was unaware of that when she purchased the <br /> property. <br /> Sweet stated she has had lots of parties that are interested in purchasing the lot but that they would like <br /> some assurance that they can put a dock on the property and not have it be taken away at some point in <br /> the future. Sweet indicated she has been working with Mr.Barnhart on this matter and that she would <br /> like the Council to consider two options that have been outlined in a packet of information she supplied to <br /> Staff. <br /> The first option is looking and considering a program that other lakefront cities are using. Sweet <br /> indicated Mound has set up a program for properties,where there is just beach and bathing rights,the <br /> opportunity for the property owner to rent the right to place a dock on their property. <br /> The second option is to ask for consideration that the City Council release the easement located between <br /> the two properties. Sweet stated when she purchased the 3405 house, she was aware of the fact that there <br /> was an easement between the two properties. The previous property owners had placed a driveway over <br /> the easement and that she asked permission from the City to continue to use the easement. Sweet stated <br /> she would like the City Council to consider releasing the easement and splitting it between the two lots, <br /> which would add teri feet to the 34071ot. <br /> Mayor Walsh stated the City will take it under advisement. <br /> Community Development Director Barnhart noted the information referred to by Ms. Sweet was placed <br /> on the Council dais prior to the meeting since it was received after the packet was prepared and delivered <br /> to the Council Members. <br /> PUBLIC WORKS/CITY ENGINEER REPORT <br /> 3. NORTH WATER TOWER MIXER <br /> Public Works Director/City Engineer Edwards stated the City received two quotes for the installation of a <br /> water tank mixer for the north water tower. The low bid was received from Quality Flow Systems, Inc., <br /> at $12,162. Edwards noted this item was listed on the CPI for$25,000. <br /> Council Member Seals stated she would have consented this item but that there was a discrepancy in the <br /> numbers on the page she had. <br /> Edwards stated Paragraph 4 should have read$12,162. <br /> Council Member Crosby asked what will happen with the excess revenue since it was originally budgeted <br /> for$25,000. <br /> Page 2 of 15 <br />
