The building has been damaged by fire and is left in <br /> an unsafe condition and is subject to incipient collapse. Since it open to <br /> trespassers and children playing therein, it censtitutes a definite hazard <br /> and is in violation of State Statute 463.251 - Securing vacant buildings. <br /> Therefore, under the provisions cf Minnesota State Building Code 1305.0400, <br /> Sectien 203 , the structure is declared a hazard. Pursuant to Minnesota <br /> State Statute 463.251, the City is ordering that you secure the bui lding <br /> within 10 days from the date of this letter (April 28, 1989 ).
