MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 28, 2008 <br />7:00 o’clock p.m. <br />__________________________________________________________________________________ <br />(6. ORONO MONTESSORI, MICHAEL KURUVILLA, 850 WAYZATA BOULEVARD <br />WEST, Continued) <br /> <br />White commented that it is not the intention of the City to limit the ability of Mr. Kuruvilla to sell the <br />property and that city sewer and water would actually help enhance the property. White stated the <br />City Council is here to work with the residents as much as possible. <br /> <br />Murphy asked what the most pressing issue is for Mr. Kuruvilla, the sewer and water connection or <br />the sale of his property sometime in the distant future. <br /> <br />Kuruvilla stated sewer and water would be the most important issue as well as access to the property. <br /> <br />Murphy stated unfortunately a left turn out of this property would create an unsafe condition once the <br />new highway is completed. <br /> <br />Kuruvilla stated there are no guarantees that any intersection is 100 percent safe. <br /> <br />Murphy commented that when the Montessori School first went into this location, there was a <br />stoplight on Highway 12, which gave people the ability to see whether cars would be coming. Since <br />construction on the new highway commenced, the stoplight has been removed and will not be <br />reinstalled and there will only be a stop sign located on Wayzata Boulevard. Murphy indicated the <br />City informed Mn/DOT that a stop sign at Wayzata Boulevard would create an unsafe situation and <br />that the City has been attempting to work with Mn/DOT for the past three years in an effort to resolve <br />the traffic issues in that area. Murphy stated given the proposed layout of the new highway by <br />Mn/DOT, it could create a situation where the traffic would be going 50 to 60 miles an hour in front of <br />the Montessori School, which would create a very unsafe condition for people attempting to exit the <br />property. <br /> <br />White stated the City has to look at the future zoning of the property and the potential impacts that <br />rezoning of the property would have on the City. White stated he understands the concerns of Mr. <br />Kuruvilla and that the City will continue to work with Mn/DOT and the Metropolitan Council to try to <br />resolve these issues. <br /> <br />Kuruvilla stated if access to his property is made more difficult, it has the potential to make people <br />look elsewhere for the same services that he offers. Kuruvilla requested the City Council not constrain <br />his ability to operate the Montesorri School at this location. <br /> <br />McMillan pointed out the City is not trying to constrain Mr. Kuruvilla and will continue to work with <br />him to help resolve these issues. McMillan noted the property is disadvantaged by not being in the <br />MUSA system. <br /> <br />The City Council took no formal action on this item. <br /> <br /> <br />MAYOR/COUNCIL REPORT <br /> <br />Mayor White welcomed Interim City Administrator Jay Kiedrowski to the City of Orono, noting that <br />Mr. Kiedrowski has a strong background in finance and public management. <br /> <br /> <br />PAGE 5 of 9 <br />Item #02 - CC Agenda - 05/12/08 <br />Approval of Council Minutes 04/28/08 [Page 5 of 9]
