MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, December 10, 2007 <br />7:00 o’clock p.m. <br />___________________________________________________________________________________ <br /> <br />(#07-3332 PRC Development Company, Continued) <br /> <br />Seeland stated she does not see the need to widen Homestead Trail and that the widening of the road <br />would result in higher speeds. Seeland pointed out Homestead Trail also stops at County Road 24 and <br />does not go further north. <br /> <br />Murphy commented it is doubtful that Homestead Trail would ever become a thoroughfare and that it is <br />more likely Brown Road and Willow Drive would become thoroughfares. <br /> <br />McMillan noted the County is also requesting a wider right-of-way along County Road 6. <br /> <br />Kellogg stated the letter from James Grube addresses the right-of-way issue. <br /> <br />Turner stated the County would like a 120 foot right-of-way. <br /> <br />Bremer asked if the 120-foot right-of-way is standard. <br /> <br />Mattick stated the County has to show that the connection is needed and that the connection would be <br />that the County has laid out its plan for the infrastructure in this area and that is why they would like a <br />wider right-of-way. Mattick commented it is more expensive to obtain the wider right-of-way in the <br />future but that it does appear it would significantly impact this development. <br /> <br />Seeland stated the wider right-of-way would impact the septic system and the number of trees that <br />would need to be removed. <br /> <br />White stated the wider right-of-way would not impact Outlot A and that in his view, given the <br />topography of the area, it would be a significant project if the County ever went ahead with widening <br />Homestead Trail. <br /> <br />Murphy stated he is not willing to agree to the wider right-of-way at this time along Homestead Trail <br />but that it may be necessary along County Road 6. <br /> <br />McMillan asked if the developer would provide an easement for a trail, whether that would become a <br />right-of-way for the county. <br /> <br />Turner stated it would be considered an easement for a trail but that the County would like 20 feet of <br />right-of-way on both sides of the road. <br /> <br />McMillan asked what the total width of the right-of-way would be. <br /> <br />Turner stated Hennepin County would like a 120 foot right-of-way along County Road 6. <br /> <br />McMillan commented she likes the open spaces and other aspects of the development. <br /> <br />Bremer stated she would like the language regarding the fence clarified in the resolution and that she <br />would like the language to restrict the height of the fence to 60 inches, prohibit it from being located on <br />top of the berm, and that it remain unpainted. <br /> <br /> <br />PAGE 7 <br />Item #02 - CC Agenda - 01/14/08 <br />Approval of Council Minutes - 12/10/07 [Page 7 of 17]
