ACCEPT DONATION OF COMPUTER FROM OFFICE OF TRAFFIC SAFETY <br /> <br />Bremer moved, Rahn seconded, to accept the Dell computer from the Office of Traffic Safety. <br />VOTE: Ayes 5, Nays 0. <br /> <br />*29. HIRE NEW POLICE OFFICER <br /> <br />Bremer moved, Rahn seconded, to hire Glen Strom as a police officer at a pay rate of $23.99 per <br />hour (Step 3), with a start date of January 2, 2008. VOTE: Ayes 5, Nays 0. <br /> <br />*30. HIRE IT TECHNICIAN <br /> <br />Bremer moved, Rahn seconded, to approve the appointment of Phillip Gimber to the position of <br />IT Technician effective December 10, 2007, at the pay rate of $21.58 per hour, which is Step 1 of <br />the IT Technician pay range. VOTE: Ayes 5, Nays 0. <br /> <br />*31. CALL FOR PUBLIC HEARING ON CAPITAL IMPROVEMENT PLAN AND <br />ISSUANCE OF BONDS – RESOLUTION NO. 5709 <br /> <br />Bremer moved, Rahn seconded, to adopt RESOLUTION NO. 5709, a Resolution Calling for <br />Public Hearing on Capital Improvement Plan and Issuance of Bonds for a Police Garage and Fire <br />Equipment. VOTE: Ayes 5, Nays 0. <br /> <br />*32. CALL FOR PUBLIC HEARING ON STREET RECONSTRUCTION PLAN AND <br />ISSUANCE OF BONDS – RESOLUTION NO. 5710 <br /> <br />Bremer moved, Rahn seconded, to adopt RESOLUTION NO. 5710, a Resolution Calling for <br />Public Hearing on Street Reconstruction Plan and Issuance of Bonds. VOTE: Ayes 5, Nays 0. <br /> <br />33. CITY STREETS DESIGNATION FOR MSA MILEAGE CALCULATION – <br />RESOLUTION NO. 5711 <br /> <br />McMillan asked what the next step in this process would be. <br /> <br />Mattick stated if Orono accepts these streets by December, 2007, no adjustments would need to be made <br />in the City’s MSA funding allocation. Mattick indicated the City can make the statement that these are <br />city streets because they were acquired as city streets and the City does have underlying easements. <br />Mattick stated this should help clear up all state aid issues but that how it will be calculated in the future <br />is somewhat unclear at the present time. <br /> <br />Murphy asked whether the City has ever pursued having an audit performed on the other cities. <br /> <br />Moorse stated Staff did recommend that an audit be conducted on other cities by the Municipal State <br />Aid Screening Board. <br /> <br />Mattick stated typically when the local government requests some action by the Municipal State Aid <br />Screening Board, the action by the governmental agency is put in writing, which has not been done in <br /> <br /> <br />PAGE 15 <br />Item #02 - CC Agenda - 01/14/08 <br />Approval of Council Minutes - 12/10/07 [Page 15 of 17]
