MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, January 14, 2008 <br />7:00 o’clock p.m. <br />___________________________________________________________________________________ <br />ROLL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />James White, Council Members Jim Murphy, Lili McMillan, Cynthia Bremer and David Rahn; City <br />Attorney Soren Mattick. Representing Staff were City Administrator Ron Moorse, Assistant City <br />Administrator for Long-Term Strategy Mike Gaffron, Planning and Zoning Coordinator Melanie Curtis, <br />Planner Evelyn Turner, City Engineer Tom Kellogg, and Recorder Jackie Young. <br /> <br />Mayor White called the meeting to order at 7:00 o’clock p.m., followed by the Pledge of Allegiance. <br /> <br />CONSENT AGENDA <br /> <br />Item Nos. 10 through 17 were added to the Consent Agenda. <br /> <br />Murphy moved, McMillan seconded, to approve the Consent Agenda as amended. VOTE: <br />Ayes 5, Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR COUNCIL MEETING OF DECEMBER 10, 2007 <br /> <br />Murphy moved, McMillan seconded, to approve the minutes of the December 10, 2007, City <br />Council meeting as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />PUBLIC HEARING – 7:00 P.M. <br /> <br />3. APPROVE CAPITAL IMPROVEMENT PLAN AND CONFIRM INTENT TO ISSUE <br />BONDS <br /> <br />Murphy moved, McMillan seconded, to continue the public hearing on the 5-Year Capital <br />Improvement Plan. VOTE: Ayes 5, Nays 0. <br /> <br />4. APPROVE STREET RECONSTRUCTION PLAN AND CONFIRM INTENT TO ISSUE <br />BONDS – RESOLUTION NO. 5713 <br /> <br />White opened the public hearing at 7:06 p.m. <br /> <br />Moorse stated this matter concerns the City’s five year street reconstruction plan and the financing of <br />those projects. In 2006, staff inventoried the City’s streets, determined what repairs/improvements were <br />necessary and the costs associated with those improvements, which were then compiled into the City’s <br />street reconstruction plan. The street improvements have been prioritized. Any upgrades or repairs to <br />the City’s utility system have also have been identified so those repairs may be done in conjunction with <br />the street repairs. <br /> <br />Moorse stated in order for the City to fund the various improvements, it is necessary for the City to sell <br />bonds. The increased levy for the debt service on the bonds will result in a $12.53 per year property tax <br />increase on a home valued at $724,000 and a $18.07 per year property tax increase on a home valued at <br />$1,000,000. <br /> <br />____________________________________________________________________________ <br />PAGE 1 of 7 <br />Item #02 - CC Agenda - 01/28/07 <br />Approval of Council Minutes 01/14/08 [Page 1 of 7]
