MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 11, 2009 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />PAGE 1 of 5 <br />ROLL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />James White, Council Members Jim Murphy, Lili McMillan, and Douglas Franchot. Representing Staff <br />were City Administrator William Wells, Assistant City Administrator for Long-Term Strategy Mike <br />Gaffron, Planning and Zoning Coordinator Melanie Curtis, Planner Evelyn Turner, City Engineer Tom <br />Kellogg and Recorder Jackie Young. City Council Member Cynthia Bremer arrived at 7:05 p.m. <br /> <br /> <br />CONSENT AGENDA <br /> <br />Item Nos. 3, 4, 6, 7 through 15 were added to the Consent Agenda. <br /> <br />Murphy moved, McMillan seconded, to approve the Consent Agenda as amended. VOTE: Ayes 4, <br />Nays 0. <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR COUNCIL MEETING OF APRIL 27, 2009 <br /> <br />Murphy moved, McMillan seconded, to approve the minutes of the Orono City Council meeting of <br />April 27, 2009, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />*3. RECONVENED 2009 LOCAL BOARD OF APPEAL AND EQUALIZATION MEETING <br />OF MAY 4, 2009 <br /> <br />Murphy moved, McMillan seconded, to approve the minutes of the 2009 reconvened Local Board of <br />Appeal and Equalization meeting of May 4, 2009. VOTE: Ayes 4, Nays 0. <br /> <br /> <br />LMCD REPORT – Andrew McDermott, Representative <br /> <br />McDermott reported the LMCD is starting their 2010 budget discussions and that currently the LMCD is <br />proposing a 1.5 percent increase for Orono. McDermott indicated that number will likely change since <br />this is just the beginning of their budget discussions. McDermott noted the LMCD has two other <br />meetings scheduled before adopting the 2010 budget. <br /> <br />White asked why some cities’ rates go up and others decrease. <br /> <br />McDermott indicated it is based on the individual city’s tax rate. The LMCD has also requested the LMA <br />consider contributing an additional $10,000 to help offset the costs of the boat inspections, which are <br />designed to stop the spread of zebra mussels. <br /> <br />White asked what the LMCD is planning for the low water level that is being predicted for this year. <br /> <br />McDermott indicated it would depend on how low the water level is, and that the LMCD would typically <br />allow people to extend their docks further out in order to access the lake.
