MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 23, 2011 <br />7:00 o'clock p.m. <br />_____________________________________________________________________________________ <br /> <br /> Page 11 of 24 <br /> <br />(8. #11-3504 PUBLIC HEARING - CITY OF ORONO - ZONING TEXT AMENDMENT <br />RESIDENTIAL ZONING DISTRICTS: GARDEN AS A PERMITTED USE, Continued) <br /> <br />Curtis indicated that is correct. <br /> <br />Franchot asked if there is also the issue of whether or not the City wants to permit community gardens, <br />which by definition involves volunteer work and non-owners gardening on a lot. <br /> <br />Curtis indicated that is correct. <br /> <br />Franchot asked if Staff would like the Council to address the first issue. <br /> <br />Curtis stated Staff is asking the Council to look at amending the code to allow gardening as a permitted <br />use on residential property. <br /> <br />Franchot noted Staff and the Planning Commission have recommended approval on allowing gardening <br />as a permitted use and that Staff is asking that the Council discuss community gardening regardless of <br />where it happens. <br /> <br />Curtis indicated that is correct. <br /> <br />Rahn noted they are talking about gardening on private property without a primary residence and then the <br />licensing agreement with the community gardening. <br /> <br />Curtis indicated Staff has attempted to come up with some options to address the current request for the <br />community garden. Curtis noted gardens are not currently a permitted use on residential properties <br />without a principal structure. <br /> <br />Rahn asked what the lot is zoned that is located by the fire station. <br /> <br />Curtis indicated it is zoned RR-1B, residential with a two acre minimum. <br /> <br />Rahn stated the Planning Commission had a lengthy discussion regarding community gardens and <br />recommended against standing structures. Rahn asked if the helipad for the fire department is in the same <br />area as the garden. <br /> <br />Curtis illustrated the location of the fire station, proposed parking for the garden, the proposed garden <br />area, and the helipad site. <br /> <br />Rahn asked if the garden would conflict with parking for the fire department's pancake breakfast. <br /> <br />Curtis stated it is her understanding the location was discussed with the fire chief and that it is outside of <br />that parking area. <br /> <br />Printup asked if Staff has spoken with the fire chief. <br /> <br />Curtis stated she did not personally speak with the fire chief but representatives from the group have. <br /> <br /> <br />Item #02 - CC Agenda - 06/13/2011 <br />Approval of Council Minutes 05/23/2011 [Page 11 of 24]
