Representing Staff were City Administrator Jessica Loftus, Assistant City Administrator of Long <br />Term Strategic Planning Mike Gaffron, Finance Director Ron Olson, City Clerk Lin Vee <br /> <br />Long Lake: Mayor Tim Hultmann, Council Members Brian Carpenter, Don Chillstrom, Liz Olson and Tom Skjaret; <br />City Administrator Terry Post <br /> <br />Hennepin County: Jim Grube, Director of Transportation and County Engineer and Craig Twinem, Hennepin <br />County Roads and Bridges <br /> <br /> <br />Jim Grube gave a presentation regarding the process of the Highway 12 turnback project, including the scope, <br />timing, budget, funding and getting the project started. As of January 1, 2011, jurisdiction of old Highway 12 <br />between approximately Old Crystal Bay Road and Wayzata Boulevard was transferred to Hennepin County, and is <br />now known as County State Aid Highway (CSAH) 112. $20 million of state turnback funds became available with <br />the transfer of this portion of the highway from the state to the county. While reconstruction is to be financed <br />predominantly through state turnback funds, some constructions costs are not available for turnback funds and <br />must be borne by the cities and county, such as sidewalks and trails, landscaping or streetlights. Multi-year <br />conversations will take place to establish the vision and planning for the project, with road reconstruction to <br />begin within 15 years of the road transfer. A consultant will be retained to support the visioning process. <br />Committees comprised of various stakeholders including city councils, city staff, residents and businesses will be <br />established to meet on a regular basis. <br /> <br />Both Long Lake and Orono Council Members commented on the Highway 12 Turnback Committee that began <br />meeting in 2004 to identify values and characteristics for planning the turnback of Highway 12. Both Councils <br />suggested there may be pieces of previous plans that could be used by future committees to guide discussions. <br /> <br />Grube requested a letter from the Mayor of each city confirming each city’s willingness to proceed with the <br />turnback project. <br /> <br />The meeting closed at 6:30 p.m. <br /> <br />ATTEST: <br />________________________________________ _______________________________________ <br />Linda S.
