MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, November 26, 2012 <br />5:30 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Doug Franchot, Aaron Printup and Council Members- <br />Elect Kristi Anderson and Lizz Levang; representing Staff were City Administration Jessica <br />Loftus, Assistant City Administrator for Long Term Strategy Mike Gaffron, Finance Director <br />Ron Olson, Police Chief Correy Farniok, Public Works Director/City Engineer Jesse Struve, <br />Bolton & Menk Engineer David Martini, and City Clerk Lin Vee <br /> <br /> <br />Based on Council feedback from the October 22nd Council work session, Public Works Director Struve <br />outlined changes made to the draft Capital Improvement Plan (CIP). Most of the changes were related <br />to spreading expenditures evenly into future years. Engineer Martini reiterated that the CIP is to be <br />used as a planning document and Council is not approving expenditures that are indentified in the CIP. <br />Council will have an opportunity to review and update the CIP on an annual basis. Expenditures are <br />approved at the time projects are brought forward to Council for consideration. <br /> <br />Council discussed the Miller property on Willow Drive but had no interest in making a purchase offer for <br />the property at this time. <br /> <br />Council agreed to continue with the current work session schedule in 2013, with work sessions to be <br />held at 5:30 pm prior to the second Council meeting each month. <br /> <br />There were no comments regarding Information Update items. <br /> <br />The meeting closed at 6:58 p.m. <br /> <br />ATTEST: <br /> <br />________________________________________ _______________________________________ <br />Linda S.
