CONTRACT FOR LAW ENFORCEMENT SERVICES, Continued) <br /> <br />would be designated rather than a lieutenant or some other position and that in his view the police <br />commission has addressed all of the issues. <br /> <br />Rahn asked why the administrative position is a Level 4 and not a Level 3. <br /> <br />Farniok stated in speaking with Staff, when they considered that position, they felt that this position <br />would most likely be doing office support work and not just doing transcription work. When you look at <br />the pay scale for a Level 3 position, it is fairly low and there were concerns about whether they would be <br />able to attract someone with those skills as a full-time position. Farniok indicated they looked at the job <br />description and felt it was very similar to the office support staff versus a transcriptionist. <br /> <br />Printup stated in his view the work load for the police department would be increased significantly with <br />the new contract. <br /> <br />Loftus stated she is not sure whether the police department has the time with this proposal to wait on the <br />waiver issue. Loftus stated she did not get the sense in the last budget meeting that the Council was ready <br />with a position to make that decision. <br /> <br />Rahn noted that decision does not need to be made until the jobs are posted. <br /> <br />Loftus noted the City will need to post the positions in the near future. <br /> <br />Rahn stated it was his understanding the City was in the process of discontinuing or reducing the <br />insurance waiver program. <br /> <br />Franchot stated he is not sure what the City is committing to because if the program is changed, the new <br />position would be changed as well and that they were not talking about grandfathering anyone. <br /> <br />Printup stated in his view this is a good time to start discussing the insurance waiver because the City is <br />having some non-union individuals coming on board. <br /> <br />Franchot stated he does not see where the City’s commitment would be. <br /> <br />McMillan stated that is something that the City is looking at administratively and that she does not want <br />to focus too much on the insurance waiver issue at this time. <br /> <br />Rahn commented that was the reason he stated the organizational chart is different from the contract and <br />that they should be voted on separately. If the City hires two new employees, now would be the time to <br />ma ke a decision on the benefits package. <br /> <br />McMillan stated they could do that at their Council work session in two weeks. <br /> <br />Loftus noted the Police Department needs to be ready by January 1 if they wish to service Mound under <br />this contract. <br /> <br />Bremer stated she personally would like to move on the contract and the organizational chart and then <br />discuss the benefits package at the next City Council work session. <br />Item #02 - CC Agenda - 09/24/2012 <br />Approval of Council Minutes 09/10/2012 <br />[Page 17 of 26]
