Following the meeting with Staff, they needed to make some changes <br />given the duplex scenario and the architect made some changes to the plan upon their request. Janssen <br />indicated they needed to come up with a common entrance to the guest suite, and in order to not <br />completely change the design of the house, they came up with the idea of making the office the pass- <br />through area. Janssen stated that was really the only major change in the plans and that they also took the <br />separation out in the garage. <br /> <br />At the Planning Commission they discussed the need to allow the access from the garage for safety <br />reasons. Janssen stated since that exit provides access to a storm room, in their view it is a safety issue. <br />The applicant would like to have a guest apartment inside the residence so his mom and dad will have <br />somewhere to live when they are in town. <br /> <br />McMillan stated the City needs to look at what the guest apartment will be used for beyond the present <br />owner and that she tends to agree with Staff that that door could allow the home to someday be converted <br />into a duplex type situation. <br /> <br />Janssen asked if they are aware of the rules that are attached to the title. <br /> <br />Curtis indicated that information is included in the Council’s packet. <br /> <br />Janssen noted if there is a chance of creating a duplex, the person would be in violation of their title. <br /> <br />McMillan stated it makes sense logistically to have the service door but that they should understand it is <br />an enticement to create a duplex sometime in the future. <br /> <br />Bremer indicated she is in agreement with Mayor McMillan. <br /> <br />Curtis noted the resolution includes removal of the door. <br /> <br />Bremer moved, Printup seconded, to approve RESOLUTION NO. 6163 , a Resolution Granting a <br />Conditional Use Permit in Accordance with Municipal Zoning Code Section 78-418 (2), 990 North <br />Shore Drive West. VOTE: Ayes 5, Nays 0. <br /> <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT <br /> <br />*7.
