ANNUAL POLICE REPORT, Continued) <br /> <br />of the Dakota Trail by individuals and different organizations that are utilizing the roads and trails for <br />biking and other events. <br /> <br />Printup asked what the Police Department is seeing as it relates to the increased heroine usage. <br /> <br />Farniok indicated they are seeing heroin usage increasing due to people becoming more addicted to pain <br />killers and then turning to heroin as a substitute. Farniok stated typically very small quantities are <br />involved which makes it difficult to capture the dealers and/or users. Heroin is also fairly cheap <br />compared to other drugs. <br /> <br />McMillan asked how Three Rivers Park feels about the increased demand for the Dakota Trail by the <br />various organizations. <br /> <br />Farniok stated Three Rivers has left usage of the trail for special events up to the various cities. Orono is <br />not seeing the impacts that other cities are seeing such as Spring Park and Mound. <br /> <br />The City Council took no formal action on this item. <br /> <br /> <br />PLANNING COMMISSION COMMENTS – DENISE LESKINEN, REPRESENTATIVE <br /> <br />Leskinen stated she had nothing to report but would be available for questions. <br /> <br /> <br />PUBLIC COMMENTS <br /> <br />None <br /> <br /> <br />PLANNING DEPARTMENT REPORT <br /> <br />*6. #12-3552 JIM AND SHERRY WHITE, 3516 IVY PLACE – VARIANCE – RESOLUTION <br />NO. 6144 <br /> <br />Bremer moved, Franchot seconded, to adopt RESOLUTION NO. 6144, a Resolution Granting <br />Variances to Municipal Zoning Code Section 78-1288, for the property located at 3516 Ivy Place. <br />VOTE: Ayes 4, Nays 0. <br /> <br />7. PLANNING COMMISSION APPLICATIONS <br /> <br />Gaffron noted the Planning Commission has one regular vacant position and up to two alternate positions <br />available at the present time. The City Council has recently interviewed three candidates for the Planning <br />Commission and Staff is recommending that one be appointed as a regular Planning Commissioner and <br />the other two as alternates if they are interested. <br /> <br />Franchot moved, Bremer seconded, to appoint Bruce Lemke as regular planning commissioner and <br />to appoint Chris McGrann as an alternate planning commissioner. <br />Item #03 - CC Agenda - 06/11/2012 <br />Approval of Council Minutes 05/29/2012 [Page 4 of 10]
