MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, September 23, 2013 <br />5:30 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Kristi Anderson, Cynthia Bremer, Lizz Levang and <br />Aaron Printup; representing Staff were City Administrator Jessica Loftus, Police Chief Correy <br />Farniok, and Finance Director Ron Olson. <br /> <br /> <br />Chief Farniok provided an update on several items including a Social Host Ordinance, Administrative <br />Citations, and a possible fee change related to Police Reserves. Mayor McMillan suggested studying the <br />Social Host ordinance again at a work session to provide information on what other cities are doing. <br /> <br />Steve Kleineman from SKD Architects and Police Chief Farniok presented information on the police <br />building project. Discussion ensued regarding the space needs study, project phasing, and bonding for <br />the project. The consensus of the Council was to pursue plans and specifications for the project to be <br />ready to bid in January and to develop options to cut costs (including to explore whether the Public <br />Works Department could help with construction ‐ it was determined they can help with some <br />demolition removal and hauling that may have a minimal impact on costs). <br /> <br />At the September 9th meeting, Councilmember Printup requested time at this work session to discuss <br />the human service line item in the budget. The consensus was to reduce the Gillespie Center <br />contribution by 50% in 2015 and to utilize that money in parks.
