MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 12, 2013 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />    Page 31 of 37   <br />(15. 2013 FORECEMAIN IMPROVEMENT PROJECT – BID AWARD, Continued) <br /> <br />Struve stated two of the pits will be dug in undisturbed areas and will not provide a good look at the sub <br />base but that the other pits could provide that information. <br /> <br />Levang stated she would like to be provided with information on the costs associated with a mill and <br />overlay versus a reconstruction after the sub base is examined. <br /> <br />McMillan asked if acceptance of the bid could be delayed two weeks. <br /> <br />Struve indicated the sooner the bid is awarded the better to help the contractor plan his upcoming <br />schedule. Struve stated a preconstruction meeting has not been held yet so he is not sure how long the <br />contractor is anticipating the work will take. <br /> <br />Martinez indicated they have 45 days to reply. <br /> <br />Struve stated a delay could potentially affect the construction season. <br /> <br />McMillan stated she would prefer to delay awarding of the bid to allow the City Council time to review <br />the financials. <br /> <br />Levang moved, Printup seconded, to table award of the bid for the 2013 forecemain improvement <br />project to the August 26 City Council meeting. VOTE: Ayes 5, Nays 0 <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER’S REPORT <br /> <br />Struve noted the storm debris drop-off site was reopened following the last storm and will remain open <br />from 8 a.m. to 3 p.m. this week. Struve indicated there is no plan at the present time to leave the site open <br />for longer than that. <br /> <br />McMillan asked if the trees will be chipped up soon. <br /> <br />Struve stated he is still working with contractors and that it will likely be after October 1 due to the <br />emerald ash borer regulations and the necessity to quarantine wood material taken out of Hennepin <br />County. After October 1 it can be chipped to a certain size and then hauled out. <br /> <br />McMillan asked whether people can park on the site for access to the trail. <br /> <br />Struve indicated parking for the trail is not allowed at this time. <br /> <br />Struve reported the project on Willow Drive experienced a minor delay due to a power line that runs <br />between Dickey Road horseshoe at the bottom of the ditch. The contractor is waiting for the power <br />company to lower that line before they do the final ditch restoration. Paving of the road will happen <br />shortly after that. Struve stated he expects in the next week or so that project will be wrapped up. <br /> <br />Levang asked if there are any thoughts about keeping the brush pile open.
