MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, April 22, 2013 <br />5:30 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Kristi Anderson, Cynthia Bremer, Lizz Levang and <br />Aaron Printup; representing Staff were City Administrator Jessica Loftus, City Attorney Soren <br />Mattick, Assistant City Administrator Mike Gaffron, Finance Director Ron Olson, Public Works <br />Director/City Engineer Jesse Struve, Building Official Lyle Oman and Building Inspector Willie <br />Gibbs. <br /> <br /> <br />The City Council received an update from the subcommittee that is exploring a direct franchise <br />agreement with Mediacom. There was consensus that the committee should continue its work and <br />should have Mediacom send the City a proposal. <br /> <br />The City Council discussed a Septic Program report and asked questions of Building/Planning employees <br />about operations. The consensus was to review the $60 septic fee in the fall when the full fee schedule <br />is considered. <br /> <br />Discussion ensued about “No Fault” Sanitary Sewer Backup Coverage. The City Council thought it was a <br />good idea to provide this protection for residents at a $25,000 coverage amount and also mentioned <br />including an educational piece in the newsletter regarding a sewer coverage rider on homeowners <br />insurance. <br /> <br />Public Works Director Struve presented background on a water restriction policy. Council concluded it <br />should be analyzed further with the water system study being conducted this summer.
