MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 8, 2013 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br /> Page 15 of 21 <br />(7. #12-3585 SPRING HILL GOLF COURSE – 725 SIXTH AVENUE NORTH – CUP AND <br />WETLAND MAP AMENDMENT – RESOLUTION NO. 6213 AND ORDINANCE NO. 102, <br />Continued) <br /> <br />MCWD permits indicating approval of the project should be required for the administrative land <br />alteration permit (Zoning Permit) to be issued by the City as well. <br /> <br />Curtis illustrated the layout of the wetland and noted there is a bio area where some dirt will be removed. <br />Staff feels it will provide some of the necessary storage on site as well since the area will be seeded with <br />wetland buffer vegetation. <br /> <br />The Council should adopt or amend the attached draft Ordinance for the rezoning and the draft approval <br />Resolution for the wetland filling activity. Staff is recommending approval of the application. <br /> <br />Levang asked where the offsite location is. <br /> <br />Curtis indicated to her understanding it will be located in Hennepin County. <br /> <br />Tim Johnson, Applicant, indicated it is approximately 11 miles north of the golf course, which is the <br />closest that could be found. <br /> <br />McMillan commented this appears to be a good solution. McMillan noted on Page 2, Paragraph 4, there <br />is a typographical error and that the public hearing was held on March 18, 2013. <br /> <br />Curtis indicated the date has been corrected in the Mayor’s signature packet. <br /> <br />Tim Johnson noted as it relates to the signature page, Page 4 of 4, it states the work must be commenced <br />within one year of approval of the conditional use permit. The golf course is required to do some <br />monitoring of the wetland mitigation that was done back in 1997, and that work cannot be done until the <br />weather warms up. Currently the MCWD does not have a roadmap for us to follow as it relates to the <br />work. <br /> <br />Johnson stated his concern is that if that work is not done until July, it would be difficult to get this work <br />done before the winter. Johnson asked whether it would be appropriate to grant a two year time period <br />rather than one year. Johnson stated they could do the work in the winter but then they would not have <br />cover in the winter and there could potentially be erosion issues. The goal is to do the work in August <br />and have seed on the ground prior to winter, but if the Watershed District is not able to approve it until <br />later in the year, it will be difficult to do that. <br /> <br />Printup, Levang and Anderson indicated they do not have a problem with that request. <br />Printup moved, Anderson seconded, to adopt RESOLUTION NO. 6213, a Resolution Granting a <br />Conditional Use Permit Granting a Conditional Use Permit for Wetland Alteration Pursuant to <br />Orono Municipal Code Section 78-1609, with Page 4 of 4 being amended to allow a two-year time <br />period to complete the work, and to adopt ORDINANCE NO. 102, Third Series, an Ordinance <br />Amending the Official Wetland Overlay District Map.
