MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, February 10, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />    Page 1 of 30   <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: <br />Mayor Lili Tod McMillan, Council Members Cynthia Bremer, Lizz Levang, and Aaron Printup. <br />Representing Staff were City Administrator Jessica Loftus, Assistant City Administrator for Long-Term <br />Strategic Planning Michael Gaffron, Planning Coordinator Melanie Curtis, Public Works Director/City <br />Engineer Jesse Struve, City Engineer Soren Mattick, Consulting City Engineer David Martini, and <br />Recorder Jackie Young. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />1. CONSENT AGENDA <br /> <br />Item Nos. 5, 8, 13, and 14 were added to the Consent Agenda. <br /> <br />Levang moved, Printup seconded, to approve the Consent Agenda as amended. VOTE: Ayes 4, <br />Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. CITY COUNCIL WORK SESSION OF JANUARY 27, 2014 <br /> <br />Levang moved, Printup seconded, to approve the minutes of the Orono City Council work session <br />of January 27, 2014, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />*3. REGULAR CITY COUNCIL MEETING OF JANUARY 27, 2014 <br /> <br />Levang moved, Printup seconded, to approve the minutes of the Orono City Council meeting of <br />January 27, 2014, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />PRESENTATION <br /> <br />4. SENATOR DAVID OSMEK <br /> <br />Senator Osmek reported he served on the Energy and Environment Committee last session and one of the <br />interim projects he was involved in was learning about the nuclear reactor in Becker, Minnesota. In 2013, <br />the MN Legislature passed a new tax bill after initially being voted down. Osmek indicated one piece of <br />legislation that assisted Orono was an exemption to sales tax, which he supported. <br /> <br />Osmek indicated he also started working on gaining access for buses on the shoulders on 494. Osmek <br />stated there are a number of places throughout the metro area where buses are allowed to use the <br />shoulders during rush hour traffic but for some reason Metropolitan Council and Mn/DOT was opposed <br />to allowing that on 494. Osmek indicated he worked with the Metropolitan Council and Mn/DOT for a <br />few weeks and they were able to resolve the issue at almost zero cost to the taxpayers. <br /> <br /> <br />Item #02 - CC Agenda - 02/24/2014 <br />Approval of Council Minutes 02/10/2014 <br />[Page 1 of 30]
