MINUTES OF THE
ORONO CITY COUNCIL WORK SESSION
Monday, August 25, 2014
5:00 p.m.

Present: Mayor Lili McMillan, Council Members Cynthia Bremer, Lizz Levang and Aaron
Printup; representing Staff were City Administrator Jessica Loftus, Finance Director
Ron Olson, and Senior Planner Mike Gaffron.

Orono residents James Gambone and Stu Ackman provided the City Council with information regarding
intergenerational community organizing and planning. The consensus of the council was to support an
event or focus group style meeting on a Thursday evening in the spring of 2015. The residents are
offering to volunteer their expertise and the only cost to the city is providing dinner for the participants.
James and Stu will put together a timeline which details the next steps.
Council interviewed Mr. Chad Olson for consideration as an Alternate Planning Commission Member.

Finance Director Ron Olson presented revenue and expenditure factors for consideration in the 2015
budget. He requested the Council’s input in the areas of the tax levy and spending priorities. Discussion
ensued regarding specific spending items and the consensus of the Council was that additional amounts
could be budgeted for and park maintenance. There was additional discussion regarding non‐union
wages focused on a lump sum payment or the traditional COLA. The Council was willing to consider a
levy increase to fund the additional maintenance. The Council directed Staff to provide them updated
budget information in a soon as it could be compiled.
Mike Gaffron briefly reviewed comments and recommendations of the Park Commission brought up at their
July meeting. Council indicated the following: the Park Commission membership will remain at a level of
seven members as required by City Code, installation of handicapped‐accessible porta‐potties will be
considered for installation at Hackberry and Navarre parks in 2015, and there was not support for increasing
the Park Commission meeting schedule to once a month.
The meeting closed at 6:50 p.m.

ATTEST:

________________________________________ _______________________________________
Rachel Dodge, City Clerk Lili Tod McMillan, Mayor
Item #02 - CC Agenda - 09/08/2014
Approval of Council Work Session Minutes 08/25/2014
[Page 1 of 1]
