The watershed District must review and approve the plan. <br /> 2. That the proposed location of the conditional use and the proposed condition under <br /> which it would be operated or maintained would not be detrimental to the public health, <br /> safety, or welfare, or materially injurious to properties or improvements in the vicinity. <br /> The alteration will not cause loss of life, property, or violate health and safety standards. <br /> The cut and fill will not adversely affect public health, safely or general welfare. <br /> 3. That the proposed conditional use will comply with each of the applicable provisions of <br /> the Zoning Chapter. <br /> The zoning code requires that the City consider these following factors: <br /> 1. The danger to life and property due to increused flood heights or velocities caused <br /> by encroachments. <br /> 2. The danger of materials being swept away causing dangers to others. <br /> 3.
