ORONO CITY COUNCIL MEETING <br /> MINUTES FOR MAY 26, 1998 - <br /> (#13) #2371 Tli1�I AND LORI LINE, 4415 FOREST LA� LAND - CONDITIONAL USE <br /> PERMIT - RESOLUTION NO. 4083 <br /> Mr. and Mrs. Line and Blake Bichanich were present. <br /> Van Zomeren distributed pictures of the property. She reported the application was for a <br /> conditional use permit to alter the lakeside yard which is in a floodplain. They propose to scrape <br /> off 1" of topsoil and redeposit it in another area on the property. Approximately 55 yards of cut <br /> and fill is proposed. The applicant has been in touch with the appropriate agencies and received <br /> approvals. The Planning Commission recommended approval of the proposal on a vote of 5 to <br /> 0. <br /> Lori Line added that they were proposing to move fill to a low area where rip rap was. <br /> Flint asked if there were any similar previous applications or if this would be setting a <br /> precedence. Van Zomeren was not aware of anything similar. <br /> Bichanich added that the reason they ��ere scraping is because the Minnehaha Creek Watershed <br /> District required the size of the basin to remain the same. 70' of shoreline is being rip rapped <br /> to be able to access the area where the dock is. Mitigation is basically taking place on site. <br /> Kelley moved, Flint seconded, to adopt Resolution No. 4083 granting a conditional use permit <br /> to allow alteration of a lakeside yard in the floodplain and redistribute above the 934.5':elevation <br /> for the property located at 4415 Forest Lake Landing. Vote: Ayes 4, Nays 0. <br /> (*#14) #2374 BUSSE CONSTRUCTION ON BEHALF OF: <br /> A. GREG & MYRA KARLEN, 630 DEBORAH DRIVE - RESOLUTION NO. <br /> 4084 <br /> Kelley moved, Flint seconded, to approve Resolution No. 4084 granting a <br /> conditional use permit for construction of a berm on the property owned by <br /> Gregory T. and Myra J. Karlen located at 630 Deborah Drive. Vote: Ayes 4, <br /> Nays 0. - <br /> B. LARRY & JAN McCARTNEY, 755 HUNT FARM ROAD - RESOLUTION <br /> NO. 4085 <br /> Kelley moved, Flint seconded, to approve Resolution No. 4085 granting a <br /> conditional use pernut for construction of a berm on the property owned by Larry <br /> and Jan McCartney located at 755 Hunt Farm Road.
