MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />Monday, June 23, 2014 <br />5:00 p.m. <br /> <br /> <br />Present: Mayor Lili McMillan, Council Members Lizz Levang and Aaron Printup; representing <br />Staff were City Administrator Jessica Loftus, Senior Planner Mike Gaffron, and <br />Finance Director Ron Olson. <br /> <br /> <br />Finance Director Ron Olson presented revenue and expenditure factors for consideration in the 2015 <br />budget. He requested the Council’s input in the areas of the tax levy and spending priorities. Discussion <br />ensued regarding specific spending items and the consensus of the Council was to pursue a flat levy as a <br />base line budget then look at ‘add options’ for goals such as patching roads and parks. The budget <br />timeline was adjusted to approve the preliminary budget on 9/22/14. The draft budget will be <br />presented to the Council again at the July work session. <br /> <br />Mike Gaffron presented information on the B‐1 district allowed uses and noted this was <br />primarily intended to bring the issue forward for future consideration. Mr. Gaffron also <br />presented information on stormwater and drainage trunk fees. The consensus of the Council <br />was to pursue exploring changes to the fee structure to make it more equitable, possibly basing <br />new development fees on a per lot basis rather than total acreage, and possibly consider <br />charging redevelopment fees based on the size and impact of an addition rather than the size <br />of the property. <br /> <br />Gabriel Jabbour provided the City Council with an update on LMCD activities including public <br />safety on the lake. <br /> <br />The meeting closed at 6:50 p.m. <br /> <br />ATTEST: <br /> <br />________________________________________ _______________________________________ <br />Rachel Dodge, City Clerk Lili Tod McMillan, Mayor <br />Item #02 - CC Agenda - 07/14/2014 <br />Approval of Council Work Session Minutes 06/23/2014 <br />[Page 1 of 1]
